Information for Councils
The Neutral or Beneficial Effect on Water Quality Assessment Tool (the NorBE assessment tool) is a web-based decision making tool that records a NorBE assessment based on the guidelines. It is the first phase in the Sydney Catchment Authority's (SCA) delivery of web-based tools to help councils meet the requirements of the State Environmental Planning Policy (Sydney Drinking Water Catchment) 2011 (the SEPP).
Access to the tool is available for all catchment councils.
