How to apply for access to SCA Special and Controlled Areas

If you require access to the Special or Controlled Areas please follow the application process below.

Application process

Step 1

Read the Guidelines for Consent to Enter the Sydney Catchment Authority Special and Controlled Areas to determine the category under which you are applying for access, and the specific requirements for that category

Step 2

Provide details of your proposed access by filling in the application form. You are encouraged to supply as much information as possible by attaching additional supporting information such as letters, reports and maps.

Step 3

Your application will be assessed by the SCA. You should receive an outcome within 28 days of the application being received.

Step 4

You will be notified of the outcome of your application in writing. If approved we send you a letter informing you that your application was successful and that conditional access consent is granted. You will also receive a list of Conditions for Entry to SCA Special and Controlled Areas.

If the SCA grants consent to access it may require the following:

  • information to be supplied
  • specific conditions to be complied with
  • limitations on access
  • attendance at an SCA induction.

Note: Failure to comply with these conditions may constitute an offence under the Sydney Water Catchment Management Act 1998 and regulations, or the Protection of the Environment Operations Act 1997 and regulations. The SCA will consider any breach of conditions as a serious matter and may take further action to address such a breach.

If your application is unsuccessful you will receive a letter informing you that your application was unsuccessful and that access is refused.

Appeal

Where the SCA refuses an application, an appeal in writing may be made to the Chief Executive. If the matter is still unresolved to the satisfaction of both parties, the applicant has a further right of appeal to the NSW Administrative Decisions Tribunal (ADT) or the Ombudsman.
